Mountain Oaks Wins Best Housing Preservation Award!
The renovation of the former
Fairfield Apartments in Front Royal into the Mountain Oaks Apartments received
the Best Housing Preservation/Revitalization Effort in Virginia Award at the
Governor’s Housing Conference. Through the
work of the Robert Pierre Johnson Housing Development
Corporation (RPJ Housing), an area that the police identified as crime ridden
has been transformed into a desirable, affordable community. A complete facelift transformed the buildings
and site and gave them a new, modern look using an exterior insulating
finishing system, pitched roofs, new porches with fiberglass columns, and
concrete sidewalks for easy access.
These energy efficient, safe, attractive apartments provide affordable
housing to 59 families needing two bedroom units.The scope of work included installing new windows and siding, adding HVAC systems to the units, increasing the electrical service to the units, enlarging the bathrooms, changing out the kitchen and bathroom appliance packages and lighting fixtures, adding carpet to some units, making plumbing repairs, waterproofing the basements, creating positive drainage away from the buildings, and improving the landscaping. In addition, RPJ Housing addressed the accessible housing needs of low-income persons with disabilities by modifying the rental office and six apartment units to meet Uniform Federal Accessibility Standards (three units for people with physical impairments and three units for people with sensory impairments). A complex financing package including Low Income Housing Tax Credits, taxable bonds, below market loans from the Virginia Housing Development Authority, HOME funds from the Virginia Department of Housing and Community Development and a sponsor loan made this complete transformation possible. RPJ Housing also renovated the former Lynn D Apartments on Royal Avenue into the Front Royal Town Apartments and they are available to rent.

Renovation Completed in Arlington
Construction on the Fort Myer Apartments is complete. These 22 one and two bedroom apartments in South Arlington now sport new kitchens, increased electrical service, central HVAC and contain several accessible apartments.
